Roth IRA?

Traditional IRA:

Traditional IRA

Roth IRA:

SEP IRA:

哪些錢從 Traditional/SEP IRA 提取?

Basis

  • Roth Conversion
  • SEP IRA/Traditional IRA

Traditional IRA、SEP IRA、Roth IRA

Retiring in California: How the State Taxes Your Traditional IRA, Roth IRA, and SEP IRA Distributions

Retiring in California: Strategic Mastery of IRA Distribution Taxation and Basis Arbitrage

For high-net-worth California executives, business founders, and retirees, entering the decumulation phase of wealth management presents a formidable financial challenge: California’s aggressive state income tax regime. While retirees often focus on federal tax brackets, the California Franchise Tax Board (FTB) taxes taxable retirement distributions as ordinary income at marginal rates topping out at 13.3% (expanding to 14.4% when factoring in State Disability Insurance thresholds under Cal Rev & Tax Code S17041). Uncoordinated drawdowns across Traditional, Roth, and SEP IRAs can prematurely deplete portfolio liquidity and trigger severe state tax penalties.

Preserving retirement capital requires migrating from passive annual distribution schedules to an offensive, multi-tier decumulation architecture. By precision-calibrating distribution ordering, tracking state-specific basis differences, and leveraging corporate PTE tax offsets prior to retirement, high-earning individuals can systematically neutralize state tax drag, safeguard distribution yields, and compound private wealth completely unimpeded.

Navigating Asymmetric State Taxation Across IRA Vehicles

California tax law governs retirement vehicles under distinct statutory rules that frequently non-conform to federal tax logic:

  • Traditional IRA Distributions & State Non-Conformance (IRC Section 408 & Cal Rev & Tax Code S17085): California generally taxes Traditional IRA distributions as ordinary income to the extent they are included in federal Adjusted Gross Income (AGI). However, critical non-conformance traps exist. California did not conform to certain federal catch-up contribution deduction expansions or post-age-70.5 deductible contribution limits, creating a unique state tax basis (FTB Publication 1005). Failing to account for higher state basis results in double taxation by the FTB upon distribution.
  • Roth IRA Distributions & Conversion Mechanics (IRC Section 408(A)): Qualified Roth IRA distributions (held for 5+ years and distributed after age 59.5) are completely exempt from California state income tax. However, Roth conversions trigger immediate California state income tax at ordinary rates up to 13.3% in the year of conversion. Furthermore, California non-conforms to SECURE 2.0 provisions allowing tax-free 529 plan rollovers into Roth IRAs; the FTB taxes such rollovers as ordinary income plus a 2.5% penalty.
  • SEP IRA Drawdown Dynamics (IRC Section 408A): SEP IRA distributions are treated as ordinary taxable income under Cal Rev & Tax Code S17041. For self-employed founders, pre-retirement SEP contributions reduce both federal and California taxable income. However, early withdrawals before age 59.5 trigger a combined 12.5% penalty—a 10% federal penalty under IRC Section 72 plus a 2.5% California state early withdrawal penalty under Cal Rev & Tax Code S17085.

Capturing Structural Alpha: A $1,500,000 Decumulation Case Study

Consider a retired California tech founder with a $1,500,000 IRA portfolio ($1,000,000 Traditional IRA, $500,000 Roth IRA) who requires $150,000 in annual retirement cash flow. Operating under uncoordinated, traditional drawdown advice, the retiree draws $150,000 exclusively from the Traditional IRA.

This move pushes their total California taxable income directly into top marginal state tax brackets, triggering over $15,000 in unnecessary annual California tax liability under Cal Rev & Tax Code S17041.

By deploying an engineered decumulation architecture:

  1. The retiree constructs a tax-bracket filling strategy, drawing $80,000 from the Traditional IRA to absorb lower state tax brackets (1% to 6.0%) without crossing into high marginal rate corridors.
  2. The remaining $70,000 cash requirement is drawn tax-free from the qualified Roth IRA under IRC Section 408(A).
  3. For prior-year Traditional IRA contributions made after age 70.5, the retiree files FTB Publication 1005 schedules, recovering $12,000 in un-deducted California basis tax-free.

The net outcome: an immediate reduction of over $11,000 in annual California state income tax liabilities, preserving substantial portfolio equity to extend drawdown longevity.
